Tuesday, at the BRH Convention Center, the President of the Republic Jovenel Moïse delivered a speech at the National Forum for discussions on the finalization of the Governance Pact, a speech in which he advocated the union for a national agreement for a new beginning for the country "I do not know what name you will give to this national agreement. Whatever the name we must join together to prepare the 25 years, 30 years, 50 years, I would say, of this country. It is not a story to say that this group is good and the other is not good. Today we are all obliged to put together for a new beginning."

"[...] After hearing the speakers this morning, I told myself that I was going to put aside my text, to tell you that today Haiti needs you, Haiti needs of her daughters and his sons.

Haiti needs Haitians. I know that the dialogue I launched on November 21, 2018 was clear. I gave the Prime Minister the mandate to consult everyone. He did it. But I see that a lot of people are not in the room. This is also democracy !

I see that many sectors are represented. However, there are people, I would say important people, who are not there.

Today, it is a democratic exercise that we do. I think we are at year one of this democratic exercise.

My decision to initiate this dialogue, by mandating the Prime Minister, was a decision of wisdom. It was just to tell you, to tell the Nation that as Head of State, President of the Republic, I know very well that I do not have the infused science.

From my electoral campaign, I was clear in committing myself to achieve the Sectoral General States of the Nation. I tried. I dared, and I must have the courage to tell you this morning. If the Sectoral General States of the Nation are not yet final, it is because the people want to deepen the dialogue. That is why I made the decision to give this mandate to the Prime Minister on November 21st.

Even today, as some speakers have said so well, dialogue should in no way be something that happens sometimes ... Dialogue must be a process. The dialogue must be permanent. The dialogue we are asking for is frank, sincere and direct dialogue. Under the constitution, there must be no taboo subject. We have arrived at a crucial crossroads for our future. As the Bishop of Gonaïves said so well last year, we are at the edge of an abyssal hole. Yes, a deep hole!

We must be able to look into our eyes today, to speak to us and tell us the truth, and nothing but the truth. It is not possible for a country that, 40 years ago, was wble to produce all that it needs for its consumption is now unable to feed itself.

If we are where we are, it is because each of us has some responsibility for it.

I know that in two months the Prime Minister did not have time to do what I wanted. He met a lot of people, but he could not convince everyone in two months.

This is of course a pre-dialogue process. And that is why I am going to ask the Prime Minister to speed up because we have a deadline of February 7th. I want to start the dialogue on February 7th, 2018.

Prime Minister, I ask you to continue this momentum. We must continue to sit with those who are not here today because we need everyone. The country has suffered too much from this mistrust situation. We have arrived at a crossroads where the Haitians must put themselves together, are obliged to join together, to leave this country, I do not want to speak of hell or underdevelopment but of alienation altogether.

We are talking about a postmodern world today.

How can you imagine someone who lives in the fifth communal section, I would say Petite-Rivière de l'Artibonite, uses a telephone, and from this device he can do anything, but does not have the possibility of to have a light bulb ... And yet, we have 300 days of sunshine each year.

It is simply inconceivable.

We are not there at the head of this country to interpret or comment on the problems. We are here to solve them.

And that's why we initiated this process of dialogue, because this change must come from you, from me, from all of us. We are responsible for future generations. We are here in this room judging past generations. But do you think that 30 or 40 years later, future generations will judge us.

We can not leave this country as it is now. A term of office of President is five years... there is a team that will leave this power after three years. But we need an agreement. I do not know what name you will give to this national agreement. Whatever the name we must join together to prepare the 25 years, 30 years, 50 years, I would say, of this country. It is not a story to say that this group is good and the other is not good. Today we are all obliged to put together for a new beginning.
