Haiti - Politic : Summary of the parliamentary week
The first week of January 2019, from January 1st to 4th, was almost marked by New Year festivities. It was not until the week of January 7, 2019 to constat a return to normalcy in the functioning of both public and private institutions.

The Citizen Observatory for the Institutionalization of Democracy (OCID) presents, briefly, an assessment of the follow-up of the activities of the parliament carried out during the period from January 1 to 18, 2019. During this period, the Observatory has followed 3 working sessions of the Economy, Finance and Budget Committee of the Senate of the Republic, a session in the National Assembly and 3 plenary sessions.

Sessions in standing committees :

The Economy, Finance and Budget Committee of the Senate of the Republic received, on invitation, respectively, the Minister of Planning and External Cooperation on 8 January 2019; the Minister of Public Health and Population and Minister of the Environment on January 9, 2019 and January 10, 2019, the Ministers of Agriculture, Natural Resources and Development, the Minister of Haitians Living Abroad and Minister of the Interior and Territorial Communities. The three (3) points discussed with the Ministers concerned the examination of the 2018 - 2019 Finance Law; some clarifications on the shadow points of the budget; and the possibility for Ministers to defend the amounts allocated to their ministry.

Session in National Assembly :

On Monday, January 14, 2019, in accordance with the wishes of the Constitution, 80 Deputies and 16 Senators met in ordinary assembly to, on the one hand, to close the extraordinary session convened by the President of the Republic last September and, on the other hand, open the first session of the 2019 legislative year from the second Monday in January to the second Monday in May. This meeting was also an opportunity for the Prime Minister to table in Parliament the report of the activities of his government for the past year and the President of the Republic to present the state of the nation.

In his speech, the Prime Minister underlined, among other things, the efforts of his government to bring peace to the country during the end of 2018 and the beginning of 2019, then, the launching and continuation of some major roadworks across the country. In terms of perspective for the year 2019, he reaffirmed his commitment to the organization of the legislative elections and the continuation of the process of inter-Haitian dialogue already launched.

The President of the Republic, in his speech, decreed the year 2019 of election year, national dialogue and reconstruction of the national economy. He took the opportunity to ask parliamentarians to vote, as soon as possible, the draft Finance Act 2018-2019 and the electoral bill. Both bills were tabled in parliament in December 2018.

Disturbed at first by a group of 10 opposition deputies demanding a public apology from Senator Lambert Joseph, Speaker of the Senate and Legislature, the meeting was completed without major incident and ended the deputies' vacation.

Plenary sessions :

On Tuesday, January 15, 2019, the Chamber of Deputies held its first plenary session for the 2019 legislative year which brought together one hundred and fifteen (115) Deputies. For its part, the Senate had its first plenary session on Thursday, January 17, 2019. If the new bureau of the Chamber of Deputies has 2 women, that of the Senate has none.
