Haiti - Politic : Summary of the parliamentary week

According to the Citizen Observatory for the Institutionalization of Democracy (OCID), for the week of February 18 to 22, 2019, while activities resumed timidly in the capital, in Parliament a single plenary session was able to be held in at Senate on Tuesday, February 19th.

Chamber of Deputies :

No plenary session was held in the lower house during the three days usually spent in plenary sessions (Tuesday, Wednesday and Thursday), for lack of a quorum... Note that at the level of the Chamber of Deputies, since the opening of the first legislative session 2019, no law was passed after three sessions already carried out by the new office.

Senate :

Tuesday, February 19, 18 senators met in plenary session, to discuss in particular the position of the Senate on the situation of the country and the vote of the report of the Ethics and anticorruption commission concerning the report of partial investigation produced on the management of the funds PetroCaribe by the Superior Court of Accounts and Administrative Litigation (CSC/CA). Prime Minister Jean-Henry Céant, accompanied by his Minister of Justice, Jean Roudy Aly and the Government Commissioner of Port-au-Prince, Paul Eronce Villard attended this meeting.

After debates and corrections to the report of the commission, 16 senators voted in favor, zero against and 2 Senators abstained (Augustin Kedlaire and Fourcand Richard Lenin Hervé). After this favorable vote, the PetroCaribe case was officially entrusted to the Haitian justice.

Note that three of the four Senators of the opposition who endorsed the PetroCaribe file did not participate in this session (Senators Evalière Beauplan, Ricard Pierre and Antonio Cheramy) having mandated Senator Latortue to vote in favor of the report of the Commission.

Thursday, February 21, for lack of quorum (only 7 senators present) the Senate was not able to hold a plenary session

Gracia Delva (AAA), Pierre Paul Patrice Dumont (RPH), Ronald Lareche (TRUTH), Yuri Latortue (AAA), Jean Renel Senatus (LIDE), Carl Murat Cantave (KID) and Dieupie Cherub (KID).
