Explanatory memorandum and tabling of the bill of the Deputy Joseph Manes Louis, amending the law amending the decision of 16 February 2005 on the general regulation of public accounting proposal called to replace the judgment of 16 February 2005.

Presentation, discussions and vote of the report of the Agriculture and Food Security Commission on the bill of the Deputy Samuel D'Haiti, on the Integration regularly constituted the Management of Irrigation Systems Irrigation Associations. After discussions and corrections article by article, the whole text was adopted unanimously.

Presentation, discussion and vote of the report of the Interior Commission, Territorial Collectivities on the proposal of law proposed by the Senator Andris Riché, creating the commune of the Cayimite Islands (Dept. of Grand'Anse). After discussions and corrections article by article, the entire text was voted unanimously and this text is returned to the Senate because it was not voted in the same terms. Note that the Senate had already voted it since the 06th of April 2017.

Presentation, discussion and vote of the report of the Internal Commission, Territorial Communities on the proposal for a law amending the decree establishing the general framework of decentralization as well as the principles of organization and functioning of the Haitian Territorial Communities. This report of the committee was voted by the assembly of deputies present unanimously. However, at the vote of the Visas and the recitals, the quorum was reversed and the session put in continuation. This bill has already been passed by the Senate on April 11, 2013 and has the objective of better support the Territorial Communities. It contains 24 visas, 4 recitals and 167 articles.

On Tuesday, the Senate tried in vain to hold a meeting for lack of a quorum, only 6 senators were present at the roll call: Sorel Jacinthe (INITE), Pierre Paul Partice Dumont (RPH), Jean Marie Ralph Fethiere (PHTK), Carl Murat Cantave (AAA); Dieupie Cherubin (KID) and Jean Marie Junior Solomon (OPL).
