Haiti - FLASH : For the 2nd year Haiti excluded of countries receiving US visas H-2A and H-2B

The US Citizenship and Immigration Services (USCIS), in consultation with the State Department, has published a list of countries whose nationals are eligible to participate in the H-2A and H-2B visa programs in 2019.

For the second year in a row, Haiti is no longer on the list of countries whose nationals are allowed to apply for H-2A visas (temporary agricultural workers) and H-2B (temporary non-agricultural workers) in order to obtain a job. short term in the United States.

Recall that in 2018 https://www.haitilibre.com/en/news-23302-haiti-flash-no-longer-h-2a-and-h-2b-visa-for-haiti.html the Department of Homeland Security (DHS) had justified the revocation of Haiti to the Program of these two visas, (which Haiti enjoyed since 2012), because most Haitian beneficiaries of these visas, had historically demonstrated high levels of fraud and abuse and a high rate of overstaying or even no return to Haiti and that it was no longer in the United States' interest to keep Haiti on the list of authorized countries.

Note that a national of a country that comes from a non-eligible country may, by way of derogation, be granted an H-2B visa if the Secretary of State at DHS finds that it is in the interest of from the United States to grant him.
