Following a request from the Central Directorate of the Judiciary Police (DCPJ) soliciting from justice the issuing of warrants to bring against Pierre Richard Duplan Departmental Delegate of the West, and Fednel Monchéry Director General of the Ministry of the Interior, Chavannes Etienne, the investigating magistrate in charge of the La Saline massacre report (PDF) : https://www.haitilibre.com/docs/8-CP-La-Saline-bilan-revise-20Dec2018.pdf , asked in a letter to the Immigration and Emigration Service dated July 22, to prohibit these two men to leave the territory by all means, air, sea and land.

However, it should be noted that Pierre Richard Duplan would be abroad for health reasons, as for Fednel Monchéry noone have seen him for some time and can not say for sure if he is still in Haiti.

According to the investigative report of the Office of Criminal Affairs (BAC) of the DCPJ neither of the two men (who claim their innocence) could not be questioned, a report of deficiency was prepared for this purpose.
