Haiti - Education : Late payment of textbook subsidies

To two weeks before the start of the school year, set on September 9, 2019 https://www.haitilibre.com/en/news-28379-haiti-flash-school-calendar-2019-2020-all-dates.html it's the uncertainty among publishers about the payment of textbook subsidies by the State (70%) is more than 700 million gourdes and anxiety among parents...

However, two weeks before the start of the school year, there are still no textbooks subsidized (990,000 textbooks) and staffing (367,000 textbooks) on the market, in question the publishers who won the call for tender (Maison Henry Deschamps, Livret Méthodiste, l’Édition Pédagogie Nouvelle S.A, C3 groupe S.A, Édition Canapé-Vert among others) refuse to put the manuals on the market without having received the two tranches of the subsidy provided by the State explained Pierre Josué Agénor Cadet, the Minister of National Education who remains confident and assures the parents that the manuals will be available before the return to the publishers.

The Minister says that all the provisions have been made and promises that the publishers will receive the two required slices (80%) to make available the textbooks on the market explaining that the delay would be due to a small problem of blocking files, at the level of the National Commission of Public Procurement, which should be quickly resolved in order to transmit these files to the Superior Court of Accounts (SCC). Cadet assures that "The Ministry of the Economy has already written to the Bank of the Republic of Haiti in order to transfer the funds for the grant to the account of the National Bank of Credit."
