By Order dated July 23, 2019, published in the official journal Moniteur # 123, the President of the Republic, His Excellency Jovenel Moïse, did me the honor to approve your choice to make me the Minister of Foreign Affairs and cults.

Prime Minister, I would first like to express my pride at having been judged by you worthy of this high office and I would be grateful if you would express my deep gratitude to His Excellency the President of the Republic, who confirmed your choice.

However, personal considerations oblige me to decline this honor of serving my Country. Also, with a heavy heart, I see myself today in the obligation to submit my resignation, while confirming my desire to continue to serve my common homeland.
