Haiti - Reconstruction: Montreal / Port-au-Prince, from words to deeds
At the City Hall of Montreal, Montreal Mayor Gerald Tremblay, and the Mayor of Port-au-Prince, Mr. Muscadin Jean-Yves Jason, have signed in the morning, an agreement that aims to establish the broad lines of cooperative activities in the Haitian capital. This agreement is part of the Haiti-Canada Municipal Cooperation Project, funded by the Canadian International Development Agency (CIDA). Montreal offers its support to Port-au-Prince through a contribution in human resources, thanks to the expertise of its employees.

"Montreal and Port-au-Prince have long enjoyed close ties of friendship. By January 2010, our two cities should initiate a collaboration of five years. Unfortunately, the earthquake has forced us to rethink our plans. The agreement that we sign today will strengthen the municipal institution of Port-au-Prince so that it is able to provide essential services to citizens so that citizens be able reappropriate their city and see rapidly improving their quality of life", declared the Mayor of Montreal.

"Port-au-Prince is a wounded city, and who needs to have reliable partners for its reconstruction. Our privileged partner, the City of Montreal, is a staunch ally who will help us, will accompany us over the coming years. Dear Partners, Montreal, FCM UMQ, CIDA, you must continue in the longer term to help us become a better cities, cities where life is good and where our citizens receive the services and live in security and harmony", mentioned the Mayor of Port-au-Prince.

Since the signature of the agreement with CIDA in January, the City of Montreal has four missions deployed in Port-au-Prince to assist teh city, including, by providing support to municipal employees and identifying projects that will not only improve services to citizens, but also to strengthen the municipal administration of the Haitian capital. A support office to the town hall of Port-au-Prince has been put in place and staff will be hired shortly, in collaboration with the town hall.

In the coming months, the interventions will be made in particular on the ground to accompany the Haitian managers in the implementation of projects identified by citizens and the Town Hall of Port-au-Prince. One of the projects concerns the neighborhood Bolosse, and especially the sector of the park Sainte Bernadette, one of the few green spaces that emerges from the concrete. An access to drinking water and streetlights to make the environment safer are needed. The sector of "portail Léogâne" is also targeted. Finally, in the mountains "le Morne de l'hôpital" where 6,000 people have no water or electricity, we must remedy this situation and secure access to the clinic.

Montreal's expertise will also be put at profit at the level of planning and management of the territory, the training of civil servants and elected, the presence of men and women in public functions and elective and sustainable developmen. A total of 51 missions, lasting approximately one month (each) shall be completed by the end of this first phase of activities, in 2013. Note that the City will invest $1.2 million in human resources in this project.
