Haiti - FLASH : The State University out of breath, in financial difficulties 30/01/2020 09:40:18
The UEH Council underlines that "The authorities of the country continue to ignore the efforts made by the State University to meet the high demand for higher education and the role it must play in helping to get out the country of the disastrous socio-economic state in which it finds itself" adding that the UEH "[...] has acceptable conditions of operation and can retain its executives in order to fulfill its mission of teaching, research and service to the community and thus make its contribution to national construction." The Council of the State University of Haiti wonders "[...] How to aim to offer quality education in a higher education institution when the latter does not manage to enhance the profession of teacher and only offers a miserable salary to his teaching staff, particularly to young people at the start of their careers ? How to provide a better study environment for our students in the absence of basic infrastructure, such as restaurants and university libraries, internet access, etc... ? How to institutionalize research, capable of contributing to the development of the country without a national research policy and adequate financial means ?" stressing that for at least 10 years important promises have been made to the UEH among others :"
"The CUEH recalls that the Memorandum of Understanding signed between the State and the UEH on May 17, 2018 in which the State undertakes to finance the implementation of the Strategic Plan of the UEH https://www.haitilibre.com/en/news-24416-haiti-politic-the-state-undertakes-to-provide-the-necessary-means-for-the-development-of-the-ueh.htmlis still slow to bear fruit, "[...] ponctual promises made to the UEH during multiple meetings with competent State authorities have not yet been honored." The CUEH deplores that 10 years after the 2010 earthquake, "[...] the UEH which receives less than 1% of the national budget , is out of breath and in the failure to honor many of its commitments, including those made on the basis of formal promises from state authorities. In these conditions, the Council of the State University of Haiti (CUEH) calls for an increase in its budget, for the application of the UEH-State Memorandum of Understanding, approved by resolution of the Council of Ministers dated of April 30, 2018 and the establishment of an emergency plan for the UEH in order to deal with the financial difficulties of the institution."
