Haiti - Corruption : Sanctions fall on the Parquet of Croix-des-Bouquets
Following the illegal release of the former Deputy, Jean Fenel Tanis in the context of the congestion relief of the prisons faced with the risk of spreading the Covid-19, Lucmanne Delille, the Minister of Justice, after the strong reactions of the Civil Society, placed on availability without pay Wilner Eliassaint, the Substitute for the Government Commissioner and Sary Romain Parquet clerk of Croix-des-Bouquets pending the results of the investigation.

Let us recall that the releases planned within the framework of Covid-19 are based on 11 criteria among others: the advanced age of the prisoners, their state of health, their implication in minor crimes, the good conduct of the prisoners having served 80% of their sentence, detainees kept in prison after having served their sentence for lack of a trial mechanism, etc... This is not the case for Jean Fénel Thanis, who is subject to serious crime, who was arrested in March 2019 for illegal traffic drug found with 2 of his accomplices in possession of 400 kg of marijuana.

In his correspondence, to those concerned Lucmanne Delille, the Minister of Justice specifies to them This is to inform you that it has been decided to put you on availability without pay, pending the results of the investigation initiated around of your alleged involvement in corruption linked to the release of Jean Fénel Thanis, prosecuted for Illicit Drug Trafficking.

This measurement is effective from the present."

In addition Tuesday, Me Rockfeller Vincent, the Director General of the Unit of Fight against Corruption (ULCC), informs that in accordance with articles 11 and 22 of the decree of September 8, 2004 establishing the ULCC, he self-seizes the file of the former deputy Jean Fenel THANIS for suspicions of corruption. Specifying "the ULCC in its role of vigilante and police of the public administration, encourages any holder of information likely to shed light on a file which splashes justice to call to 5656 or to appear in its buildings located at number 13, Rue Sapotille, Pacot."
