Under the auspices of Dr. Louis Marie Montfort Saintil Chargé d'Affaires of the Republic of Haiti near the Kingdom of Spain, a first memorandum of understanding of academic and scientific cooperation was signed by Fritz Deshommes, Rector of the University State of Haiti (UEH) and Alejandro Diaz Morcillo Rector of the Polytechnic University of Cartagena (UPTC).

This Agreement stems from the will of the Haitian Government to work for results-based diplomacy and is the fruit of the efforts of Chancellor Claude Joseph as part of his foreign policy aimed at strengthening academic and scientific cooperation between Haiti and its partners, in particular Spain.

Through this protocol, the Rectors of the two Universities undertake to :

• Carry out research programs and initiatives of common interest ;

• Strengthen the mobility of professors, researchers, doctoral students, students and technical-administrative staff ;

• Jointly use laboratories, infrastructure and libraries ;

• Participate jointly in conferences, symposia and congresses :

• Share Information, scientific publications and other educational and scientific materials of interest to both institutions ;

• Disseminate the results of the work carried out jointly ;

• Collaborate by any other means that may be useful in achieving common objectives.

Note that the UPTC is one of the four polytechnic universities in Spain whose mission is to contribute to a more just and equal world through science and technology.
