Haiti - PetroCaribe : Dominican firms reject the accusations of the 3rd report of the CSC/CA
In the third and last report of the Superior Court of Accounts and Administrative Litigation (CSC/CA) completing the audit of funds spent under the PetroCaribe program https://www.haitilibre.com/en/news-31571-haiti-flash-the-csc-submits-its-3rd-and-last-report-on-the-use-of-the-petrocaribe-fund.html , two Dominican companies are cited. One of them is Constructora Rofi, owned by Dominican Senator Félix Bautista, the other is Engineering Estrella, of which Baitista is a shareholder. The ratio of 1.066 speaks of favoritism in the awarding of contracts, as well as unjustified disbursements in favor of these companies.

In a statement, Senator Bautista recognizes the right of the Haitian judicial authorities to investigate "how the Petrocaribe funds were invested and to establish the corresponding responsibilities" but he affirms that Rofi dissociates himself from acts of corruption alleged in work contracts in Haiti, made with funds from the PetroCaribe program

He explained that on July 25, 2016, in response to an invitation from the Haitian Senate commission of inquiry, relating to the PetroCaribe funds "all questions have been answered and all the documentation in support of the projects built, delivered and inaugurated by the Haitian state."

In his press release, he explains that out of 14 works attributed to Rofi, 13 have been completed, the only site remaining unfinished is that of the Villa’Acceuil, where work is 80% advanced. In addition, he recalls that the Haitian state still owes Rofi more than $50 million, which is delaying the completion of certain works.

Bautista says he regrets “that this audit was carried out without giving us the opportunity to present our objections, duly supported by official documents from the Haitian State. "

Finally, he regrets that since 2014 he has sent 11 correspondence to the Ministry of Planning and External Cooperation, to the Ministry of Finance and to the Housing and Public Buildings Construction Unit (UCLBP) "in the interest of reconciling accounts and Establish a timeline to complete the work in progress ”but never received a response.

For its part, the Dominican firm "Ingeniería Estrella" in Haiti clarified that all PetroCaribe contracts were obtained in compliance with the law and that all the works have been completed, inaugurated and are operational.

The company recalls that in no case has it been subjected to pressure or harassment "from any authority in Haiti, where we have worked for 14 years without interruption and have made large investments, because we believe and have confidence in the future of this sister Nation""
