Following the publication at the end of November of a presidential decree in the official journal "Le Moniteur" special number #40, relating to the creation, organization and functioning of a Haitian intelligence agency called "National Intelligence Agency" (ANI) Guichard Doré, Special Advisor to the Head of State wanted to be reassuring.

He explained, that this intelligence agency, which will composed of police officers, soldiers and scientists, on the airwaves of a radio station of the capital, will not lead to a culture of denunciation "[...] There is no question of to return to the dark days of the dictatorship or to create a culture of denunciation [...] the ANI will be a force for the protection of public freedoms which will complete the country's security arsenal [...] This new central intelligence agency [...] will also contribute to regional stability and create a stable environment [...]"
