Haiti - FLASH : Significant increase in the cost of passports

In the decree published in the Special Monitor #6, Tuesday January 26, 2021 amending article 1 of the law of June 10, 1996 relating to the tax for obtaining a passport, the stamp duty for a passport undergo for the second time since October 2017 a significant increase.

Articles of the Decree :

" Article 1 :

Article 1 of the law of 10 June 1996 relating to the tax for obtaining a passport now reads as follows:

"The 32-page simple passport is in the form of a booklet valid for a period of five (5) years for minors and ten (10) years for adults. The passport fee collected by the Directorate General of Taxes (DGI) is:

l) Two thousand five hundred gourdes (2,500.00 Gdes), all taxes included, for minors. This amount is broken down as follows : one hundred and fifty gourdes (150.00 Gdes) for the Contribution to the management and development fund of the Territorial Communities (CFGDCT), three hundred and fifty gourdes (350.00 Gdes) for the Road Maintenance Fund (FER) and two thousand gourdes (2,000.00 Gdes) for the Public Treasury;

2) Eight thousand gourdes (8,000.00 Gdes), all taxes included, for adults, This amount is broken down as follows : two hundred and fifty gourdes (250.00 Gdes) for the Contribution to the fund for the management and development of local authorities (CFGDCT), five hundred gourdes (500.00 Gdes) for the Road Maintenance Fund (FER) and seven thousand two hundred and fifty gourdes (7,250.00 Gdes) for the Public Treasury."

"The 48-page simple passport is in the form of a booklet valid for a period of five (5) years for minors and ten (10) years for adults. The passport fee collected by the DGI is :

1) Three thousand five hundred gourdes (3,500.00 Gdes), all taxes included, for minors. This amount is broken down as follows : two hundred gourdes (200.00 Gdes) for the CFGDCT, five hundred gourdes (500.00 Gdes) for the FER and two thousand eight hundred gourdes (2,800.00 Gdes) for the Public Treasury;

2) Twelve thousand gourdes (12,000.00 Gdes), all taxes included, for adults. This amount is broken down as follows: seven hundred and fifty gourdes (750.00 Gdes) for the CFGDCT, one thousand five hundred gourdes (1500.00 Gdes) for the FER and nine thousand seven hundred and fifty gourdes (9.750.00 Gdes) for the Public Treasury."

Article 2 :

"In the case of passport renewal, following alteration or cancellation, the amount to be paid remains unchanged."

This Decree repeals all Laws or provisions of Laws, all Decrees or provisions of Decrees, all Decree-Law or provisions of Decree-Law which are contrary to it and will be published and executed at the behest of the Ministers of the Interior and of the Territorial Communities ; and Economy and Finance each as far as it is concerned. "
