Haiti - Politic : 16 political parties for an end of the President's mandate on February 7, 2022
16 political parties noting that the controversy surrounding the end of the President of the Republic's mandate creates a situation of tension detrimental to political stability, civil peace and the proper functioning of republican institutions have decided to fix their position publicly on the basis the following considerations:

"[...] Considering article 134-1 of the Constitution which stipulates that : "The duration of the presidential mandate is five (5) years. This period begins and will end on February 7 following the date of the elections";

Considering the organization of the first round of the presidential elections on October 25, 2015

[...] Considering that the second round of the presidential elections could not be held before the end of the mandate of the President Martelly, on February 7, 2016;

[...] Considering the election of Senator Jocelerme Privert as Provisional President of the Republic by the National Assembly on February 14, 2016 responsible for implementing the 2016 agreement within a maximum period of 120 days;

Position of political parties :

Considering the appointment of a new Provisional Electoral Council (CEP) by the Provisional President of the Republic by presidential decree dated March 29, 2016;

Considering the creation on April 27, 2016, by the Provisional President of the Republic of an Independent Commission for Electoral Evaluation and Verification (ClEVE) responsible for "restoring the confidence of political actors in the electoral process by establishing the sincerity of the results of the 2015 elections" ;

Considering that in violation of the agreement of February 5, 2016, the CIEVE recommended in the report submitted to the Provisional President of the Republic on May 30, 2016, the cancellation of the electoral process initiated in 2015;

Considering that following the recommendations of the CIEVE, the new Provisional Electoral Council (CEP) decided on June 6, 2016 to cancel the results of the presidential election of October 25, 2015;

Considering the presidential decree of July 9, 2016 convening, at the request of the new CEP, the people in its elections on October 9, 2016 to resume, following the recommendations of the CIEVE, the first round of the presidential elections;

[...] Considering the postponement of the first round of the presidential elections to November 20, 2016 following the damage caused by Cyclone Matthew;

Considering that the proclamation of the results of the presidential elections in Le Moniteur of January 3, 2017, officially consecrated the victory in the first ballot of the candidate Jovenel MOISE with 55.67% of the votes;

Considering the investiture of the new President elected on February 7, 2017 in application of article 134-1 of the constitution mentioned above;

The undersigned parties :

1. Remain convinced that the mandate of President Jovenel MOISE ends on February 7, 2022 in accordance with article 134-1,

2. Find that article 134-2 does not apply in such circumstances,

3. Call on the actors to resume the path of negotiations in order to find a peaceful and lasting solution to the current crisis."
