Haiti - CEP : Where is the financing of the referendum and the elections ?
The Elections and the Referendum are expected to cost nearly 125 million according to the budget established by the Provisional Electoral Council (CEP). Of this amount Guylande Mésadieu, President of the CEP, said the referendum budget amounts to US $40 million. However, she clarified "[...] the 40 million dollars are not allocated only to the referendum since the implementations will also be used during the organization of the elections."

Haiti following an agreement signed with the United Nations Development Program (UNDP) and the United Nations office for project support services (UNOPS), Mathias Pierre, Minister Delegate to the Prime Minister, in charge of electoral matters and relations with political parties confirmed a first contribution of the Haitian Government of 20 million in the basket fund https://www.haitilibre.com/en/news-32870-haiti-elections-first-contribution-of-$20mm-for-the-referendum-and-the-elections.html followed by an additional 9 million for the acquisition of non-sensitive materials for the elections scheduled for September 2021.

Regarding the materials for the referendum, Minister Pierre informs that they will arrive in Haiti on May 15, recalling also that 80% of the evaluation of the voting centers were completed by the CEP in concert with the UNOPS and the Haitian National Police (PNH)

For the so-called "lawless" zones controlled by gangs, the CEP, as in 2006 for Cité Soleil, will set up voting “mega-centers” near the red zones to facilitate the participation of voters in the referendum and outside elections of these areas where safety is not guaranteed.

It should be noted that a staff of 477 people recruited by competitive examination at the national level were hired with the mission of organizing the referendum and the elections in each department, commune and communal section.

If for the elections Haiti should be able to count on a few traditional donors (none of which so far has confirmed the amount of its participation); the United States, specifies that it will not provide financial support for the referendum "We have said on several occasions that constitutional reform belongs to the Haitian people. We stressed to the Haitian Government that the American government will not provide financial support for a constitutional referendum," declared Ned Price the Spokesman of the American State Department.
