Haiti - Covid-19 : State of health emergency, text of the Order
So that everyone is aware of the constraints imposed by this state of health emergency in Haiti, we are publishing this entire Order.
Text of the Order :
"ORDER DECLARING THE STATE OF HEALTH EMERGENCY OVER THE ENTIRE EXTENT OF THE NATIONAL TERRITORY FOR A PERIOD OF EIGHT (8) DAYS
Considering the Constitution, in particular its articles 19 and 136;
Considering the Decree of May 20, 2020 setting the general rules for the protection of the population in the event of a pandemic or epidemic;
Considering the Decree of March 15, 2021 revising the Law of April 15, 2010 amending that of September 9, 2008 on the state of emergency;
Considering that the cases of contamination and death linked to the Coronavirus (COVID-19) have considerably increased;
Considering that the State has the imperative obligation to take all measures to ensure the protection of the life and health of the population;
Considering that for this purpose, it is necessary to declare a state of health emergency throughout the national territory for a period of eight (8) days;
On the report of the Minister of Public Health and Population; And after deliberation in the Council of Ministers;
Article 1.- The state of health emergency is declared throughout the national territory for a period of eight (8) days from the publication of this Order in the Official Journal "Le Moniteur".
Article 2.- The general rules for the protection of the population in the event of a pandemic or epidemic, provided for by the Decree of May 20, 2020, apply from the publication of this Decree until its repeal, in accordance with the provisions of the second paragraph of article 1 of the said Decree.
Article 3.- Wearing a mask is compulsory in all places frequented by the population, including public transport.
Article 4.- The installation of hand washing points is compulsory in all public and private buildings.
Article 5.- Temperature taking is compulsory in all private and public institutions, in particular financial institutions, places of worship, schools, universities, hospitals, health centers, offices, and in all embarkation and disembarkation points of passengers.
Article 6.- A distance of at least 1.50m must be observed between all people not living under the same roof.
Article 7.- Staff working in public and private institutions are reduced to 50% of their normal capacity and home work is encouraged.
Article 8.- The curfew is maintained from 10 pm in the evening until 5 am.
Article 9.- This Decree will be published and executed at the behest of the Prime Minister and all the Ministers, each as far as it is concerned.
