From July 25 to August 26, 2011, the Ministry of the Interior and Territorial Collectivities (MICT) together with the Civil Affairs Section of the Minustah will begin the visit of municipalities across the country to assess and analyze the degree of progress of the preparation of the municipal budgets for the fiscal year 2011-2012. To make this work of supervision, a guide was developed by the Civil Affairs Section and the MICT.

It is necessary to stress that the MICT and its partners (MINUSTAH, USAID/Lokal, the Embassy of France) have estimated that after two years of direct and sustained support, the the municipalities are able to do this exercise without external technical assistance.

The results of the analysis of these observations will allow to get an idea of the actual appropriation by the municipalities of the techniques of budget planning and provide the necessary technical assistance to the municipalities (town halls) that have problems.
