In his indictment which details the elements on which he bases his request, he affirms "[...] there are sufficient compromising elements which form his conviction on the advisability of prosecuting Mr. Henry and asking for his outright indictment."

In a second letter, sent to the Director of Immigration and Emigration, he requested a ban on leaving the territory (air, sea, land) from Prime Minister Ariel Henry for "Serious suspicion of assassination of the President of the Republic, Mr. Jovenel Moïse."
