Frantz Elbé encouraged the new police officers to "cultivate good practices while showing respect for the institutional hierarchy" and called on them to be vigilant and "not to give in to negligent attitudes and resist the easy money..." Note that aspiring police officers, during their 24 months probation, will be accompanied and supervised in the field and will still be subject to checks in order to continue the purification process within the police institution."  Prime Minister a.i. in his speech said "We believe that this PNH that you are joining today is capable of fulfilling its mission, if it is given the appropriate means.
