Haiti - DR : The regularization agreement for Haitian workers in Santiago is canceled

In a letter sent to the Consulate of Haiti in Santiago de los Caballeros (Dominican Republic), Sandy Filpo, President of the Association of Traders and Industrialists of Santiago (ACIS) announced that "the reasons that gave birth to the agreement with the Consulate General of Haiti in Santiago no longer exist from this letter, and that this agreement is therefore now without effect and without legal value."

Sandy Filpo, recalled that the agreement signed on June 1st with the Haitian Consul James Jacques (since revoked https://www.haitilibre.com/en/news-37012-haiti-santiago-the-dgm-dismantles-a-gang-of-haitian-passport-and-visa-traffickers.html ) aimed at the regularization of the Haitian workforce working in the productive sectors of Santiago. He affirms that at the time of the signature, Consul James Jacques was fully invested with his powers.

He justifies the cancellation of this agreement because several Dominican government authorities have expressed the desire to "put in place a mechanism that will allow companies to hire foreign employees in full compliance with Dominican legislation".

While recalling that ACIS throughout its history has always been an entity respectful of the legal and institutional framework, he also stressed that having Haitian workers in a regular situation would facilitate the work of the migration control authorities, which could more easily repatriate those who are in an irregular situation on Dominican territory.

Between the lines it must be understood that this agreement was frowned upon by the Dominican Government, overriding the authority of the ACIS (and called to order) and most likely encroaching on the prerogatives of the General Directorate of Migration (DGM)...
