Haiti - Politic : The President Martelly appoints the departmental delegates

After a speech addressed to the future delegates, the President Michel Martelly has proceeded yesterday Tuesday, September 6, 2011 to the appointment of 10 departmental delegates.

"...Minister of Interior,

Delegates,

Members of government,

Today he is dear to me in my capacity of first citizen of the nation to welcome you in the national house in order to fulfill one of my most important prerogatives of the constitution, thus in accordance with the wishes of section 85 of the constitution, I feel a real pleasure to invest you in your new charge of delegate, you will from this solemn moment be my direct representatives in your geographical department. Invested in some sort of a parcel of the public power, I solemnly declare that I put my trust in you to help me carry out the noble fight against the force of inertia, misery and insecurity so that finally our beloved Haiti could rise from its ashes.

By appointing you as delegates, I am betting today to continue to work hard throughout all my term to the recovery of provincial cities that deserve special attention, it is undoubtedly a key element in the revival of the social-economic crusade expected by everyone and that I am advocating since I became president.

You will be asked to complete a noble and high-function imprint of great responsibility, according to the prescription of Article 86 of the constitution you are responsible first and foremost to ensure the coordination and control of public services, moreover, a working session held under my chairmanship and animated by national experts was organized to informs you of the rights and duties inherent in your position.

I am trying to launch and this time for real the country towards the rule of law where the emphasis will be placed on the respect of the authority of the State, the general welfare of all citizens and the streamlined operations functioning of constitutional bodies and public services, however I warns you to pay in the arbitrary, exactions and abuses of authority because the mother law of the nation remind you that you should not exercise any function of repressive police.

Delegates the time is not longer to the long speech but preferably to the positive action so soon returned in your various department, begin to work and take to heart your task while having as compass the Decree of 31 May 1990 establishing the vade-mecum of the function of delegate.

Following his speech, the Head of State, by a decree dated September 6, 2011, signed by the President of the Republic, Joseph Michel Martelly, Prime Minister, Jean Max Bellerive, and the Minister of the Interior and Territorial Collectivity, Mr. Paul Antoine Bien-Aimé, has proceeded to the appointment of the 10 departmental delegates.
