Haiti - Reconstruction : Only 43% of pledged funds, disbursed (2010-2011)

The United Nations Office of the Special Envoy for Haiti (OSE) has conducted a new analysis of pledges made for post-earthquake recovery activities, revealing a disbursement rate for the 2010-2011 period among public sector donors of 43 percent.

The analysis is based upon updates from 55 public sector pledge-makers at the 31 March 2010 international donors conference. These donors pledged approximately $4.59 billion for recovery activities in 2010 and 2011. (This number does not include debt relief pledges totaling $1 billion).

Speaking at the Haiti Partners Meeting this morning, President Clinton thanked the donor community for the increased disbursement rate and reinforced the need for donors to fulfill their pledges. The Special Envoy also highlighted the need for donors to channel more of their funds through Haitian institutions. Since the earthquake, for example, of the over $2 billion in humanitarian funds, only 1 percent of donor funding was channeled to the Government of Haiti. And of the over 1.5 billion for recovery disbursed by bilateral donors, less than 6 percent was disbursed as budget support to the Government of Haiti.

Of the $4.59 billion pledged, $1.97 billion (43 percent) has been disbursed. An additional $2.08 billion has been committed. This $1.97 billion was disbursed through four channels:

  • $1.24 billion in grants to the Government of Haiti, multilateral agencies, NGOs and private contractors;

  • $298.1 million in budget support to the Government of Haiti;

  • $281.2 million in pooled grant funding to the United Nations, Inter-American Development Bank and the World Bank through the Haiti Reconstruction Fund; and

  • $153 million in loans to the Government of Haiti

These donors have disbursed an additional $562.2 million for general development in Haiti, outside of the New York conference recovery pledges.

This analysis does not include funds pledged for humanitarian relief activities. It is also exclusive of pledges made by privately funded organizations at the New York donors conference.
