Deschapelles attacked, looting and kidnappings
Heavily armed individuals believed to be members of the Savien and Palmiste gang in Petite-Rivière created a climate of terror in the lower Artibonite. They landed on the night of February 13 to 14 in Deschapelles, looting houses and kidnapping at least six people.

Clerks and their families threatened with death
Martin Ainé, the President of the National Association of Haitian Registrars (ANAGH) denounces death threats made against clerks and their families in several jurisdictions of the country, in particular that of Port-au-Prince, by individuals linked to files of important justice.

Non-certified magistrates still in office
The Superior Council of the Judiciary (CSPJ), via the Technical Certification Commission (CTC), submitted to the Ministry of Justice the list of 28 non-certified Magistrates https://www.haitilibre.com/en/news-38636-haiti-flash-vast-sweep-in-the-judicial-system-28-magistrates-sidelined-list.html 1 month later no measure has been adopted by the Ministry of Justice against these magistrates who continue to function in the system.

Patrick Erwin Michel in writing residency
Haitian author Patrick Erwin Michel, born in Port-au-Prince on April 6, 1995, is the winner of the Francophone writing residency Afriques-Haiti 2023 for his novel "Le meilleur est de l'autre côté". This residency is for 8 weeks (from February 16 to March 13, 2023 at La Maison des Ecritures in Bordeaux then at La Maison des Ecritures/Centre Intermondes in La Rochelle from March 14 to April 14).

The GHESKIO Center closed due to kidnappings
