Haiti - Politic : Towards the effective decentralization of municipal management (PM)
On Thursday, February 23, 2023, Acting Prime Minister Ariel Henry presided over the official handover ceremony of the municipal management training program, an important step towards effective decentralization.

Speeh by the Prime Minister :
"[...] This ceremony recalls the commitment of the State, particularly that of the Ministry of the Interior, to act to preserve the stability of local institutions on the eve of the next electoral contests.

Other actions aimed at regularizing the functioning of municipalities are being considered in order to clean up municipal finances and address the scarcity of local resources.

This experimental training program must be understood as one of the bases on which the territorial public service will be erected, intended to constitute the keystone of our communities.

The Ministry of the Interior, for which I am [interim] responsible, continues to work to provide territorial personnel with the statutory and salary guarantees essential to their strengthening in the long term. Estimated at just under 19,000, municipal agents are the pillars of a municipal administration to be revitalized and trained.

The improvement of the living conditions of the population, access to basic services must be done with the full participation of the local authorities who have the vocation to establish the link between their communities and the State [...]"
