During a meeting between Luis Miguel de Camps, the Minister of Labor and Elsa Sabrina De La Cruz Vargas, Deputy Minister of Trade Union and Employer Relations, Gustavo Piantini, Director General of Employment, as well as Johanna Hilario, of the Department communications from the Ministry of Labor recalled that the rule of the labor code in the Dominican Republic, established that up to 20% of jobs can be occupied by foreigners, according to the rule of 80% Dominican workers for 20% foreign workers.

He informed that for this, a series of conditions must be met, adding that his Ministry had no sanctioning capacity, but that the inspectors could address the Public Ministry through the labor prosecutor if they find an offense.

De Camps indicated that it is for this reason that he advocates a mechanism of capacity to sanction in the modernization project of the Labor Code, so that instead of a framework we move on to persecution on the basis of the respect due to the law.

The Minister declared that it was an "outstanding and urgent matter for the country," because he understands that "if the migratory contingencies exist in all the countries of the world and must always exist, these must work according to the criteria of the law.

"To do this, it is necessary to know what are the demands to which the market does not have the capacity to respond to the demand to fulfill the contingencies that must be admitted in an organized and not open way.

In the case of worker registers, Luis Miguel de Camps said he works with the migration regarding labor quotas and their definition, as well as in control, registration and contractual activity in alliance with members of the National Migration Council.

The Minister showed a table that indicates that the largest population of legally registered foreign formal workers contributing to Social Security (TSS) are Haitians (16,000, 44% of all registered legal foreign workers) followed by workers from Venezuela (6,870) and Colombia 1,809.

The TSS data also indicates that the fourth place of contributing formal workers is Spanish. Next come Cubans, Italians, Mexicans, Peruvians, French, Argentines, Germans and Ecuadorians, to which are added Brazilians, Chileans, Guatemalans, Canadians, Hondurans, Chinese and finally Americans (1,215), for a total number of legal foreign workers of 36,034.
