Haiti - Civil Servants' Day : Message from the Director General of the Budget

As part of the celebration of the 20th World Public Service Day Jean Michel Silin, the Director General of Budget (DGB) delivered a message that we invite you to read and share

"The work of the State becomes more difficult every day for several reasons. In Haiti it is always more complicated:

Of the more than 5 million people who can work in Haiti, only 100,000 work in the State as civil servants and it is the state that employs the most people in the country. Which means that in the eyes of many people, we are privileged.

While it's true that there are people who behave like looters making state money take winding roads, the majority of people who work in the State 'beat the waters to make butter'.

Unfortunately, we have a bad practice in Haiti of judging a group on the behavior of two or three people. What we look badly at a civil servant, we take for what he is not.

There are also many civil servants who take the State for the father's horse'. They are more interested in the small amount of money instead of taking responsibility for providing services as they committed to when they accepted their position.

At the Directorate General of the Budget we strive to give another face to the public service. That is why I never miss an opportunity to take my hat off to all of you who understand this heavy burden on your back and who do everything you can to fulfill your duty well. Congratulations to the brave men and women of the DGB.

Those who choose to do their own thing, I tell them it's not too late to take you back because we all have to go someday. It is our reputation that follows us. This is what we leave to our children, our families and our loved ones.

As I said in my speech on the occasion of the anniversary of the Directorate General for the Budget, let's not be tempted by those who are supposed to lead because they do what they want.

There is a saying in the Bible that says 'Fret not thyself because of evildoers, Neither be thou envious against the workers of iniquity. For they shall soon be cut down like the grass, And wither as the green herb.'
