The provision is contained in Resolution 234-2023 of the Civil Aviation Council (JAC), signed by its President José Marte Piantini, dated October 30, 2023 which establishes that from this date, the suspension of air operations cargo and passengers to and from the Republic of Haiti is lifted.

JAC resolution 234-2023 sets out the only point of the extraordinary session “Revision of the measure provided for by resolution 191-2023 of September 14, 2023, issued by the Civil Aviation Council, relating to passenger and freight airline operations, to and from the Republic of Haiti." The resolution indicates that the JAC received instructions from President Abinader and the National Security Council of the Dominican Republic.

Asked Monday about the decision, President Luis Abinader said it was "the same thing we authorized, which is more control if they can come by air."
