Pierre Louis Opont, Director General of the Provisional Electoral Council (CEP) explains "The elections are not possible for the end of this year given the duration of the preparation process. The political and technical conditions are not met" noting that no presidential decree convoking the people to the polls have been published and that the establishment of the electoral machine can not be done in less than four months.
