Haiti- Politic : Installation ceremony of members of CAOSS and CSS (Video)
Monday February 5, 2024, the Prime Minister a.i. Ariel Henry, proceeded with the installation of the members of the High Council of Salaries (CSS) and the Board of Social Security Bodies (CAOSS) appointed by Order on January 23, 2024.

This installation ceremony, which took place in the presence of, among others, the Minister of Social Affairs and Labor, Pierre Ricot Odney, reflects the desire and commitment of the Prime Minister and his Government to ensure balance between employers and employees.

In his speech, Ariel Henry recalled "[...] My Government is aware that we must ensure the effective functioning of all social protection and promotion structures across the country.

Today's event is in line with the Government's policy of ensuring a balance between employers and employees in labor relations and guaranteeing the right to social security. The revitalization of the CSS and the CAOSS responds to the obligation to address the problems of minimum wage and social security, often sources of great tension in the Country."

"[...] The Government renews its commitment to guaranteeing the enjoyment of the right to social security of its fellow citizens, in accordance with the Universal Declaration of Human Rights and the amended Haitian Constitution of 1987. To achieve this, we must therefore ensure that all the country's social security structures, including CAOSS, play their role well."

The CSS is made up of representatives of the Ministry of Social Affairs and Labor (MAST), the employers' sector, and workers. “The citizens whose names follow are appointed to form the Superior Council of Salaries :

Representatives of the Employer sector :

Let's remember that the CSS meets three months before the end of each fiscal year to set the minimum salary for staff in different sectors, taking into account internationally accepted standards based on macroeconomic indices.

Note that the minimum wage in Haiti has not been revised for 2 years.

Let's remember that the CAOSS is placed under the supervision of the Ministry of Social Affairs and Labor (MAST) and has the mandate to guide and control the management and development of social security bodies. It is established to strengthen the structures and strategic management of social security institutions such as the National Old Age Insurance Office (ONA) and the Workplace Accident, Sickness and Maternity Insurance Office (OFATMA).
