Haiti - FLASH : A deadline has been set for the arrival in Haiti of the Multinational Mission

The important 3-day planning meeting (February 12, 13 and 14, 2024) held in Washington D.C, on the deployment in Haiti of the Multinational Mission to Support the National Police of Haiti (PNH) led by Kenya ended on Wednesday.

Haitian, Kenyan and American officials participated in the discussions which focused in particular on the concept of the Mission, planning, deployment schedule, logistics, compliance, surveillance, the equipment that will be necessary and questions relating to the human rights as well as the signing of documents between Haiti and Kenya.

Participating in this work : for Haiti a delegation led by Emmelie Prophète Milcé Minister a.i. of Justice and Public Security, composed of Frantz Elbé, Director General a.i. of the Haitian National Police (PNH) and Inspectors General Frédéric Leconte, Jackson Hilaire and Francene Moreau.

The Kenyan delegation was led by Deputy Joseph Boinnet, National security adviser and composed of 14 representatives of the Kenyan Government.

Brian Nicholls, the Under Secretary of State, Assistant Under Secretaries of State Barbara Feinstein and Todd Robinson each spoke at the opening of the proceedings.

The Under Secretary of State for Political Affairs, Mrs. Victoria Nuland, closed the sessions and the participants set a deadline for the arrival in Haiti of the Mission. informs a note from the Haitian Government ( which does not specify this date for strategic reasons).

The day of February 14 was devoted to the agreement of the Haitian-Kenyan reciprocity agreement required by the Constitutional Court of Kenya. Intense discussions took place between the two delegations in order to bring this agreement into conformity with the legislation of both countries. A final decision on the text should take place early next week as well as its signature by both parties
