After 17 days of discussions, the designated members of the Presidential Transitional Council (CPT) published their first press release to inform that they are "moving forward on some of these points" and deliver many promises without however mentioning the election of the President of the Council who prevents the installation and taking up of functions of members of the CPT delayed by internal disagreements…

What was done :

"We have developed the criteria and mechanisms for the choice of the President of the Presidential Council, the appointment of a new Prime Minister and the ministerial cabinet."

Promises and commitment of the Council :

- Restoration of constitutional order;

- Relieve the suffering of the Haitian people;

- Appoint a Prime Minister who will constitute a Government of National Unity as soon as the members of the Council are installed;

- Will put Haiti back on the path to democratic legitimacy, stability and dignity;

- Execute a clear action plan [not yet defined] aimed at restoring public and democratic order through the restoration of security of lives and property of the population, the relief of poverty and the holding of free elections as well as the reforms necessary for the progress of the Nation.

What is "under construction" :

"The Presidential Council is finalizing a document on its organization and mode of operation including a transparent political agreement between the sectors involved in the process."

In this press release not a word on the election of the President of the Council that many would like this week and that others want [Montana and Lavalas agreement] after their installation, which is not likely to happen since CARCIOM has conditioned the installation of the Council upon the election of its President.
