Haiti - FLASH : The USA disappointed by the inability of the Security Council to sanction a senior Haitian political official 13/07/2024 10:05:18
Latortue "exerts considerable control over political and economic life in the Artibonite department including through the use of violent gangs, which he has been financing and arming," said Linda Thomas-Greenfield, citing a report from a Committee of Haitian experts, established by the UN in October 2022. The work of this committee is to make recommendations, based on its investigations, on people who should be sanctioned because they pose a threat to Haiti’s peace and stability. U.N. sanctions are among the most stringent of punishments, and would freeze a person’s assets while barring them from traveling to most countries around the world. So far, the UN has only imposed sanctions on 5 gang leaders, [Jimmy Cherizier aka "Barbecue" leader of the "G9" coalition; Johnson André alias alias "Izo" Leader of the "5 Segond" Gang; Renel Destina alias "Ti Lapli" Leader of the "Grand Ravine" Gang; Vitelhomme Innocent alias "Vitelom" leader of the "Kraze Barye" gang and Wilson Joseph alias "Lanmo San Jou" leader of "400 Mawozo" ] which sparked criticism about the effectiveness of the measure, because the gang leaders do not generally do not keep their money in the bank and do not have visas to travel to other countries.
