Haiti - FLASH : 2023-2024 amended budget down 20.5% (all details)
Less than two months before the end of the fiscal year, the Council of Ministers approved last week the 2023-2024 amending budget. The total envelope of this budget is 254.8 billion Gourdes (254,820,600,000), a downward revision of 20.5% compared to the initial 2023-2024 budget, the total of which was 320.6 billion (320,645,000,000).

Reasons that led the government to rectify the budget :

- The need to adjust the large budgetary masses given the shortfall in resources planned at the beginning of the fiscal year. Also, given the persistent economic contraction, it is necessary not to resort to certain sources of financing to avoid potential inflationary pressures.

- The introduction of provisions to integrate certain priorities of the new Transitional Government, particularly those aimed at meeting the urgent needs of the population while preserving macroeconomic stability.

Priority objectives selected for the Amending Budget :
• Strengthening security;
• Supporting vulnerable populations, particularly women and children, through social programs;
• Creating jobs;
• Initiating measures to promote the resumption of economic activity;
• Promoting good governance and strengthening the fight against corruption;
• Launching activities related to the establishment of the electoral process.

This amending budget does not provide for monetary financing to avoid inflationary pressures

Quick-impact actions mainly planned in the Public Investment Program (PIP) :
The implementation of these actions is part of the continuation of the Multisectoral Emergency Program for the Appeasement and Social Reintegration of Vulnerable Groups (PUMARSGV) led by the Ministry of Social Affairs and Labor (MAST) and implemented by 6 ministries as well as the Economic and Social Assistance Fund (FAES) and ensures continuity of the support plan for internally displaced persons.

Specific objectives :

ACTION 1. :
Allocation of cash transfers to vulnerable households, workers in subcontracting industrial parks and parents of schoolchildren.

Activities related to this action :
• Unconditional cash transfer to more than 25,000 vulnerable households;
• Financial support to approximately 35,000 subcontracting workers;
• Targeted subsidy to approximately 25,000 public transporters;

These activities are included in the PIP (2023-2024) and financed by the International Monetary Fund (IMF) through the "Food Shock Window" (FSW) program.

ACTION 2.:
Reducing food insecurity by supporting the food security subprogram of the Ministry of Agriculture, Natural Resources and Rural Development (MARNDR).

Activities related to this action :
• Support for the MARNDR food security subprogram;
• Distribution of 61,230 solidarity baskets to vulnerable households;
• Implementation and supply of 400 community restaurants across the country.

The first activity is included in the PIP (2023-2424) and financed by the Public Treasury and the other two are included in the PIP (2023-2024) financed by the IMF through the FSW program.

ACTION 3.:
Strengthening the social protection system through the implementation by MAST of professional integration activities, extension of its information system (SIMAST), institutional and administrative strengthening.

Activities related to this action :
• Financial inclusion and empowerment of women;
• Support for small businesses;
• Communication campaign for the implementation of the multi-sectoral emergency program for appeasement and social reintegration;
• Strengthening the social safety net through the Adaptive Social Protection Project for Increased Resilience (PSARA) PSARA;
• Socio-professional integration of young people;
• Strengthening MAST reception centers;
• Support for the strengthening of departmental directorates for the implementation of the National Social Protection and Promotion Policy (PNPPS);
• Extension, updating and strengthening of SIMAST;
• Monitoring-evaluation and reports.

These activities are included in the PIP (2023-2024) and financed by the Public Treasury.

ACTION 4.:
Creation of temporary jobs.

Activities related to this action :
• Implementation of labor-intensive works in the sectors of agriculture, public works and the environment.

ACTION 5. :
Support for the relocation of internally displaced persons fleeing their home or neighborhood of origin due to violence from armed gangs.

Activities related to this action :
• Targeting beneficiaries;
• Raising awareness among beneficiaries;
• Child protection, including victims of gender-based violence (GBV);
• Health and psychosocial assistance;
• Relocation.

These activities are part of a project not included in the PIP (2023-2024), but financed from the resources of the Public Treasury and implemented by the FAES under the direction of the MAST.
