Haiti - Justice : ULCC submits 7 reports representing 614 million HTG of loss for the State
On Tuesday, September 3rd, 2024, the Anti-Corruption Unit (ULCC) submitted to the courts 7 finalized investigation reports highlighting well-identified and rigorously documented offenses for misappropriation of public property, illicit enrichment, laundering of the proceeds of crime, bribery, abuse of office, insider trading and illegal taking of interest, specifies Hans Jacques Ludwig Joseph, Director General of the ULCC. The State's losses total more than 614 million Gourdes...

These 7 reports include, among others, the former Minister of Planning Aviol Fleurant (2016-2018). The ULCC investigation concluded that Mr. Aviol Fleurant enriched himself illicitly during his time at the head of the Ministry, having been unable to reasonably justify 75 million Gourdes, which represents an increase of more than 253% of his assets, while during this period he and his wife (consultant at FAES) legitimately received 29 million Gourdes...

Odney Pierre Ricot, and the former Director General of the National Office of Old Age Insurance (ONA) are pinned by the ULCC for abuse of office in the context of the disbursement of more than 22 million Gourdes by the ONA for the purchase of food and health kits.

Former coordinator Phanèse R. Laguerre and other executives of the National School Canteen Program (PNCS) are accused of embezzlement between 2016 and February 2021. A loss for the State of 250 million Gourdes…

In one of its reports, the ULCC uncovered a fuel embezzlement within the National Solid Waste Management Service (SNGRS). Two senior officials, Germain Paulémon, Director General, and Max Alex Joseph, Deputy Director General, are accused of embezzling 197,500 gallons of fuel representing 125 million Gourdes…

The ULCC recommends legal proceedings against all former senior officials and executives of the public administration accused in these reports.

Should be noted that these 7 reports bring to 94 the total number of cases transmitted by the ULCC to justice since 2004, for a single conviction!.

In addition, the ULCC filed with the Public Prosecutor's Office requests against 12 diplomats (Ambassadors and Consuls) for failure to declare their assets. According to the law of February 12, 2008, these former diplomats should have declared their assets 30 days before their entry and 30 days after their departure from office, which they did not do.

- Wedlyne François P. Ambassador of Haiti to Chile;
- Garvey Jean-Pierre, Ambassador of Haiti to the Dominican Republic.
