Haiti - FLASH : The Security Council extends the mandate of the Mission in Haiti by one year
On Monday, September 30, 2024, the Security Council decided to extend until October 2nd, 2025 the mandate of the Multinational Security Support Mission (MMSS) in Haiti, following the unanimous adoption of resolution 2751 (2024). Mandated by resolution 2699 (2023), the Mission aims to create security conditions conducive to the holding of free and fair presidential and legislative elections, within the framework of a political process led and controlled by Haitians.

After the vote, the United States and Ecuador, co-sponsors of the text, thanked Kenya and the Caribbean Community (CARICOM) for their commitment to the text as well as the members of the Council for their support for the extension of the mission’s mandate. "Thanks to the deployment of this mission, which is a milestone for the reconstruction of peace in Haiti, we have, in just a few months, good hope of seeing the Haitian police forces regain control over organized gangs," Ecuador said.

"While the adoption of this resolution reaffirms the desire to find lasting solutions to address the root causes of the crisis, it is not a solution in itself and there is still a lot of work to be done to restore security," the Ecuadorian delegate nevertheless stressed. In this regard, he called for a long-term strategy to be defined, like the representatives of the Republic of Korea, Japan and the United Kingdom who said they were ready to consider the different options for the future of the Mission.

Member States must be encouraged to support the Mission financially and the Council must use all the tools at its disposal to help the Mission prepare the ground for elections and the Haitian National Police regain control of neighborhoods that have fallen into the hands of armed gangs," insisted the Slovenian representative, who called for "not repeating the mistakes of the past."

"The Haitian people have the right to security and prosperity," Switzerland insisted.

Text of the draft resolution (S/2024/695):

"The Security Council,

Recalling all its previous resolutions concerning Haiti, including resolutions 2645 (2022), 2653 (2022), 2692 (2023) and 2743 (2024), and reaffirming resolution 2699 (2023),

Thanking the Kenyan leadership of the Multinational Security Support Mission, welcoming the deployment of the Mission to Haiti, in response to the appeal made by the Secretary-General and the Government of Haiti, following consultations with Haiti and taking into account the Council’s authorization in its resolution 2699 (2023) for security support to Haiti, and also welcoming the offer of several Member States to participate in the Mission and the financial contributions made been provided in support of the Mission’s operations,

Expressing deep concern about the situation in Haiti, including the violence, criminal activities and the massive displacement of Haitians,

Welcoming the partnership established between the Haitian authorities and the Mission leadership to restore public security for the benefit of the Haitian people,

Reaffirming the need to continue a Haitian-led and Haitian-owned political process that will allow for free and fair presidential and legislative elections, and recalling the Mission’s mandate to create the security conditions conducive to their holding,

Declaring that the Secretary-General may provide logistical support to the Mission, upon request by the Mission and its donors, in full compliance with the human rights due diligence policy on United Nations support to non-United Nations security forces, provided that such support is fully reimbursed to the United Nations from voluntary contributions available,

Considering that the situation in Haiti continues to threaten international peace and security and stability in the region,

Acting under Chapter VII of the Charter of the United Nations,

1. Decides to extend until 2 October 2025 the mandate of the Multinational Security Support Mission as entrusted by resolution 2699 (2023), and reiterates its request to Haiti and the leadership of the Mission to keep the Council and the Secretary-General regularly informed of progress made regarding the deployment;

2. Recalls and reaffirms the other paragraphs of resolution 2699 (2023), noting that the arms embargo measures set out in paragraph 14 of that resolution were reaffirmed and renewed in resolution 2700 (2023);

3. Encourages the Mission to accelerate its deployment and looks forward to increased voluntary contributions and support for the Mission;

4. Decides to remain actively seized of the matter."
