Far from empty words, the Prime Minister opens avenues for solutions, proposes processes to achieve the objectives, and provides recommendations and advice in an analysis that aims to be the most comprehensive. In this document, the Prime Minister provides an overview of the economic, political and social situation in Haiti and elaborates on the immediate priorities : the restoration of security; political and institutional stabilization; the reconstruction and rehabilitation of infrastructure with particular attention to the reconstruction of educational and health infrastructure abandoned as a result of the violence; constitutional reform; strengthening the rule of law, economic recovery and youth inclusion.
