Haiti - FLASH : Scandals at the Ministry of Agriculture, a threat to the agricultural sector

The agricultural sector in Haiti is currently rocked by allegations of corruption and political persecution within the Ministry of Agriculture according to the non-profit association "Promotion pour le Développement" (PROMODEV) which explains "[...] Information from reliable sources highlights a climate of administrative chaos and questionable practices, attributed to the controversial management of Vernet Joseph, the contested Minister of Agriculture, and Elancier Moïse, the contested Director General of the Ministry. These two officials are accused of dubious morality and lack of a sense of belonging to the agricultural sector."

According to information received by ALLO AGRO / PROMODEV, "[...] several coordinators of projects funded by international partners have been asked to make expenditures that do not comply with administrative standards. This situation jeopardizes the credibility of the Ministry and, consequently, international support for agriculture in Haiti. Added to this are controversial decisions, such as the arbitrary replacement of competent senior officials including Agronomist Vladimir Potgony Jean, Departmental Director of Grand'Anse and Agronomist Marcelin Aubourg, Departmental Director of the South. These professionals, recognized for their expertise and ethics, were ousted without valid justification, in favor of people suspected of having links with influential political parties.

Since the arrival of the current leaders, the Ministry of Agriculture has been plunged into unprecedented chaos. Internal notes relayed by informed executives reveal a wave of departures among qualified professionals, disillusioned by the lack of prospects and the toxic work climate. These departures are aggravated by appointments based on political allegiances rather than skills. A striking example is the transfer of Agronomist Frantz Dorvil, former Departmental Director of the North, replaced by an activist from the Pitit Dessalines party.

Faced with these abuses, ALLO AGRO / PROMODEV calls for a mobilization of the population, particularly the agricultural sector. Urgent discussions are necessary to determine the actions to be undertaken in order to restore governance and transparency within the Ministry.

In this context, it is imperative that measures be taken to remedy the situation. ALLO AGRO / PROMODEV recommends the appointment of new leaders with integrity and a clear vision for the future of agriculture in Haiti. The recovery of the Ministry is essential to meet the challenges facing the sector and ensure a better future for rural populations.

The scandals shaking the Ministry of Agriculture highlight the urgency of in-depth reform. By restoring transparent management and promoting skills, it is possible to rebuild trust and revitalize the agricultural sector, a pillar of the Haitian economy."
