Haiti - Taiwan : Towards a strategic partnership to strengthen the health system ?
On the sidelines of the 156th session of the Executive Board of the World Health Organization in Geneva (February 3-11, 2025), Dr. Bertrand Sinal, Minister of Public Health, met with Dr. Ching-Yi Lin, Vice Minister of Health of Taiwan. This meeting provided an opportunity to explore opportunities for cooperation between the two nations in the health sector.

Taiwan, recognized for its expertise in health infrastructure and medical technologies, could play a key role in a strategic partnership to strengthen medical capacity in Haiti. An important meeting identified several priority areas for possible cooperation, including:

Strengthening health infrastructure :
• Construction of two regional blood transfusion centers in the Great North and the Great South;

• Establishment of a national oncology center to provide radiotherapy and chemotherapy care;

• Creation of a medical input production center (solutions, drugs, health equipment);

• Modernization of hospitals and health centers with possible technical and financial support from Taiwan.

Health technology and innovation :
• Deployment of telemedicine and electronic medical records to improve care management;

• Creation of training centers in digital health and hospital management;

Training and human resources development :
• Medical exchanges for doctors, nurses and laboratory technicians;

• Awarding of scholarships in medicine and public health to Haitian students.

Access to medicines and vaccines :
• Improving the supply of essential medicines and vaccines;

• Collaboration with Taiwanese pharmaceutical laboratories to reduce the cost of medical treatments in Haiti.

Health preparedness, response and emergencies :
• Strengthening Haiti's capacities in managing epidemics and health crises (cholera, COVID-19, etc...);

• Creation of strategic stocks of medicines and medical equipment with the support of Taiwan.
