On Thursday, April 3rd, 2025, at the Villa d'Accueil, Fritz Alphonse Jean, President pro tempore of the Transitional Council (CPT), addressed the Nation, accompanied by Presidential Advisors Leslie Voltaire, Edgard Leblanc Fils, Louis Gérald Gilles, Smith Augustin, Emmanuel Vertilaire, and Régine Abraham; Prime Minister Alix Didier Fils-Aimé; Secretary General of the National Palace Marie Élisabeth Régine Joseph Haddad; Commander-in-Chief of the Multinational Mission Godfrey Otunge; Acting Director General of the Haitian National Police (PNH) Rameau Normil; and Acting Lieutenant General of the Haitian Armed Forces (FAd'H) Derby Guerrier.

President Fritz Alphonse Jean said he heard "the cries and suffering of the population." He reiterated that the Council stands with the people to eradicate the problems that are devastating them and affirmed that the time has come for true peace to be established in the country, as the situation is very serious.

In this regard, the Council has already taken several important measures to strengthen the fight against gangs. It has ordered the Government to identify agents of the Protected Areas Surveillance Brigade (BSAP) who meet all the criteria and to partner them with the army and the police to wage war.

He calls on the entire Government and all citizens, in their own way, to get involved in the great struggle being waged to liberate the country. To strengthen the fight, the government will ratify a new budget that prioritizes the war against bandits.

The Presidential Transitional Council renews its commitment to changing the functioning of the state, by putting an end to the phenomenon of insecurity and allowing the electoral machinery to continue functioning, in order to hand the country over to elected authorities on February 7, 2026.

Resolution published in Special Issue #23 of the official journal "Le Moniteur" on Thursday, April 3rd, 2025 :

Considering that it is imperative to adopt effective measures to strengthen public security;

By consensus;

Adopts the following Resolution :

Article 1.-

The Government is instructed to adopt all necessary support measures to enable law enforcement to effectively respond to the violence of armed gangs and restore security and peace throughout the territory of the Republic.

Article 2.-

The Government will take appropriate measures to request the assistance of members of the Protected Areas Security Brigade (BSAP), whose behavior has been assessed, to support law enforcement in the fight against insecurity orchestrated by armed gangs.

Article 3.-

The terms of the support to be provided by members of the BSAP, as well as the rules governing their collaboration with law enforcement, will be established by a Memorandum of Understanding established between the institutions concerned. [...]
