Haiti - FLASH : New regulations in public hospitals for Haitians illegally in the DR
On Sunday, April 6, 2025, President Luis Abinader announced a series of measures to combat irregular migration and guarantee Dominican sovereignty in the face of the Haitian crisis.

Among these measures, one concerns the regulation of hospital care for people in an irregular migration situation in the country and establishes a protocol that will be implemented starting Monday, April 21, 2025.

"Dominicans have the right to receive medical care without having to be displaced due to lack of space." The President explained that, to control the influx of people in an irregular migration situation into public hospitals, patients will have to meet the following requirements :

- Official identification;
- A letter of employment in the country;
- Proof of address.

Furthermore, Abinader stated that fees will be established for all services provided. "If none of these conditions are met, the patient will be treated and, once recovered, repatriated immediately," Abinader said.

He also indicated that an immigration officer will be assigned to each hospital to ensure compliance with this regulation.

"The rights of Dominicans will not be violated. Our identity will not be diluted. Our generosity will not be exploited. Here, solidarity has its limits."

The Health Services Information and Statistics Reference System indicates that, during 2024, 592,810 (8.13%) consultations offered in public hospitals were directed to patients of Haitian origin.

Additionally, hospitals received 480,332 (9.47%) of the total emergency services recorded in 2024.

Regarding births, in 2024, 32,967 births were to mothers of Haitian origin, or 36% of the 91,661 births recorded.
