Haiti - Economy : War budget, more impressive in words than in practice
The Ministry of Economy and Finance informs that the Council of Ministers adopted the amended budget for the 2024-2025 fiscal year earlier this week in an exceptionally difficult economic and security context.

This budget, totaling 323.451 billion gourdes (initial projection: 323.445 billion gourdes), was designed to respond to national emergencies while supporting economic recovery. It is balanced, without recourse to advances from the Bank of the Republic of Haiti (BRH) and financed to the tune of 217.5 billion gourdes by resources to be collected by the tax and customs administrations. The remainder will be financed by external partners to the tune of 76.9 billion gourdes (budget support and project aid). 37.9 billion, including borrowings (5.6 billion), treasury bills (25 billion), and other internal project financing (7.2 billion).

The draft budget is structured around five strategic priorities for the Government :

• Strengthening public and national security;
• Economic recovery, infrastructure rehabilitation, and food and health security;
• The national conference and constitutional reform;
• Restoring the rule of law and justice;
• Organizing elections.

Security remains the top priority :, with an 11.8% increase in the budget allocated to institutions directly involved in this area.

Haiti National Police (PNH) :
Initial projection for 2024-2025 : 29.985 billion gourdes; Corrected projection 2025-2025 : 32.935 billion
Variation : 2.950 billion, or 9.8%.

Haiti Armed Forces (FAd'H) :
Initial projection 2024-2025 : 6.976 billion gourdes;
Corrected projection 2025-2025 : 8.376 billion
Variation : 1.400 billion, or 20.1%.

2025-2025 Revised Projection : 41.311 billion;
New funds : 4.350 billion, or 11.8%.

Other sectors also benefit from substantial increases :

• Education : 4.6 billion gourdes (10.9%);
• Social Affairs : 4.6 billion (25%)
• Defense : 1.6 billion (20.3%);
• Justice : 2.3 billion (6.2%)

Regarding elections, USD 60 million is already available in the Basket Fund (Trust Fund), and additional resources will be mobilized in due course.

The revised budget also proposes measures to support growth and national production, such as:

• Increasing excise duties on certain products;
• The extension to 10 years of the tax exemption period for companies investing in Haiti;
• The raising of the threshold for public procurement.

Finally, the Amended Budget provides for the establishment of new administrative structures, including the CNSD (National Security and Defense Council) and the ANS (National Security Agency) upon its final approval.

The Ministry reaffirms the Government's commitment to strengthening budgetary discipline, supporting key sectors of recovery, and preserving macroeconomic stability in the interest of the Nation.
