Haiti - Justice : Persons sanctioned by the UN, the Minister of Justice requests precautionary measures
In a letter addressed to Me Frantz Monclair, Government Commissioner at the Court of First Instance of Port-au-Prince, Patrick Pélissier, the Minister of Justice, issued clear directives aimed at implementing precautionary measures against Haitian citizens subject to United Nations sanctions...

Correspondence from the Minister of Justice :

"Dear Government Commissioner,

Pending a response to the approach taken by the Ministry of Justice since last March with the embassies of the countries that have sanctioned certain Haitian nationals, requesting them for mutual assistance in criminal matters consisting of transferring the related files to the said Ministry for necessary action, you are instructed to adopt the following measures :

1- Take legal measures for the immediate freezing of all accounts belonging to individuals sanctioned under the United Nations regime, as well as those belonging to their accomplices, in accordance with to the provisions of United Nations Security Council Resolution 2653 and those of the decree of April 30, 2023, sanctioning money laundering, the financing of terrorism, and the financing of the proliferation of weapons of mass destruction.

2- Direct all specialized and financial control institutions to investigate the generally arbitrary financial activities of those sanctioned.

It should be noted that only seven individuals have been sanctioned under the United Nations regime :

Jimmy Cherizier, alias Barbecue, leader of the G9 coalition and "Viv Ansanm";
Johnson Andre, leader of the "5 Segond" Gang;
Renel Destina, leader of the "Grand Ravine" Gang;
Wilson Joseph, leader of the "400 Mawozo" Gang;
Vitelhomme Innocent, leader of the "Kraze Barye" Gang;
Prophane Victor, former member of the Haitian Parliament, involved in arms trafficking;
Luckson Elan, leader of the "Gran Grif" gang.

As for requests for the transfer of Haitian citizens' files by sanctioned countries, this may take time, and for good reason : some files are based solely on allegations or indirect accusations collected online, and the sanctioning countries have no interest in the contents of these files falling into the hands of those sanctioned.
