Haiti - Art : Ministry of Planning Logo Competition
The Ministry of Planning and External Cooperation (MPCE) informs interested parties of the organization of a competition for a new logo for the Ministry.

Competition Rules:

ARTICLE 1 – ORGANIZATION:
The Ministry of Planning and External Cooperation (MPCE) in Haiti plays a central and strategic role in the design, implementation, and coordination of the country's economic and social development policies. As a key entity in the public administration, it is responsible for planning and coordinating development initiatives, ensuring their alignment with national priorities. The MPCE thus defines the framework for external cooperation by ensuring the alignment and integration of projects and investments financed by international donors and non-governmental organizations (NGOs) with sectoral development policies and programs.

As part of its vision to modernize and sustain its activities over the long term, the Ministry of Planning and External Cooperation (MPCE) is launching a logo competition to symbolize its mission, vision, and objectives.

Therefore, these regulations define the rules applicable to this competition.

ARTICLE 2: PROCESS OF THE OPERATION :
- Calendar:
• Period for popularizing and promoting the competition on all the Ministry's communication platforms: from May 16 to May 31, 2025;
• Registration and logo submission period: from June 1 to June 21, 2025;
• Deadline for receiving logos by email: June 25, 2025;
• Processing and final selection process: from June 25 to July 1, 2025;
• Prize presentation and presentation of the winner: before July 10, 2025.
• Use of the Ministry's new official logo: starting July 25, 2025.

Note : Each participant is entitled to submit a single logo proposal to the competition.

ARTICLE 3 – PARTICIPANTS :
• This competition is open to any individual aged 18 and over;
• Be Haitian living in Haiti or abroad (in the Diaspora);
• The participant must provide the following information:
Last name, first name(s), national identity card (NINU), and email address when submitting the logo;
• Be able to physically appear at the venue for the prize presentation. In case of force majeure, present yourself at a Haitian diplomatic mission abroad;
• Any false declaration will result in the participant's permanent exclusion from the competition, without the organizers being held liable (as soon as the facts prove true);
• Any registration and participation made with incomplete, erroneous, or forged information or contact details, or made in violation of these rules, will be considered null and void by the organizers and will not allow you to obtain the prize(s), without the organizers being held liable;
• For your participation to be considered, the required information must be sent to the following address: mpcebureauministre@gmail.com

ARTICLE 4 - TERMS AND CONDITIONS OF PARTICIPATION:
I. Participation in this competition is free.

II. Each participant will submit a logo that complies with the following guidelines:

• The proposed logo must be an original creation that must not be inspired by existing trademarks or protected images, or those belonging to third parties. It must also not contain elements that violate public order or morality.

• Canvas size: 1800" x 1800";
• Color: 3 colors maximum
• Theme: "Ministry of Planning and External Cooperation";
• The logo must not be signed;
• The organizers will associate a code with each logo for identification purposes;
• The participant must submit their work to the following email address: mpcebureauministre@gmail.com;
• All elements of the application must be submitted simultaneously: logo and personal information.

ARTICLE. 5 CREATION GUIDELINES:
When creating the Logo, the designer must consider the following elements:
• The name of the Ministry of Planning and External Cooperation (MPCE) must appear
• Logos submitted in digital format must meet the following technical specifications:
- Image format: JPEG, PNG
- Resolution: 300 dpi minimum
- Minimum size: 5x5 cm

ARTICLE 6 - DESIGNATION OF THE WINNER AND COMPOSITION OF THE JURY:
• The jury, composed mainly of professionals in the field, will designate the winner of the competition;
• The Ministry of Planning and External Cooperation (MPCE) guarantees compliance with standards, independence, and impartiality of the Jury members;
• No appeal against the jury's decisions will be permitted;
• The jury's decisions will be based primarily on compliance with the participation terms and conditions (see Articles 2, 3, 4, 5, etc.);
• The works and the competition in its entirety will be published on the Ministry's communications channels to promote them.
All rights related to the creation of the winning Logo will be assigned to the Ministry of Planning and External Cooperation (MPCE).

ARTICLE 7 WINNINGS AND PRIZE COMPOSITION:
The participant whose Logo is designated the winner will receive as a Prize:
• The equivalent in Gourdes of 1,500 US dollars (at the current exchange rate);
• A letter of recognition from the MPCE;
• A plaque of honor;
• The prize cannot be contested in any way (including the award of its cash equivalent, its replacement, or exchange in any form whatsoever);
• The winner has thirty (30) days to claim their prize. After this period, no claims will be permitted.

ARTICLE 8 - FORCE MAJEURE:
In the event of force majeure or if circumstances so require, the organizers reserve the right to modify these rules, postpone, or cancel the competition. They shall not be held liable for these modifications.

ARTICLE 9 – LIABILITY:
The organizers shall not be held liable under any circumstances for problems related to the works during or after submission. The Ministry of Planning and External Cooperation (MPCE) shall not be held liable for any irregularities in a work submitted to the Competition. The MPCE will only accept one submission per candidate.

ARTICLE 10 – RULES:
These rules may be consulted at the Ministry of Planning and External Cooperation (MPCE) in Port-au-Prince.

Participation in this competition implies acceptance of these rules in their entirety. Any practical difficulties in the interpretation or application of these rules will be assessed and resolved by the Ministry of Planning and External Cooperation (MPCE), the sole organizer of the Logo Competition.
