Haiti - Crisis : Food security, monitoring of the humanitarian response

The food security sector in Haiti coordinates responses to humanitarian crises. It is chaired by the National Food Security Coordination (CNSA), in collaboration with the Food and Agriculture Organization of the United Nations (FAO) and the World Food Programme (WFP). The food security sector coordinates and informs humanitarian and government actors responsible for responding to food insecurity. It is supported by the Food Security Global Cluster.

By 2025, the food security sector aims to reach 3.4 million of the 5.5 million people in crisis and emergency situations in Haiti, according to the IPC. Three million people will benefit from assistance to access adequate food, including 300,000 who will receive emergency food production support to address the survival risks they face. In addition, 1.1 million people affected by food crises will receive assistance to protect their livelihoods and help them return to acceptable living conditions.

The financial requirements for this sectoral response are US$425 million.

The latest IPC analysis (March 2025) reveals a deterioration of the food crisis in Haiti. Approximately 5.7 million people, or 51% of the population, are experiencing high levels of acute food insecurity, compared to 5.5 million in August 2024.

From January to March 2025, interventions carried out by food security sector partners reached 860,379 people, representing a 25% achievement rate compared to the 3.4 million people targeted in the humanitarian response plan.

The targeting strategy focuses on people in IPC phase 3 and above, as well as internally displaced persons (IDPs).

Food assistance (Strategic Objective 1) reached more than 721,546 people, or 24% of the target (3 million people). The intervention methods were primarily vouchers/coupons and cash transfers (37%), in-kind food (62%), and a mixed approach (in-kind and cash/coupons) for 1.2% of beneficiaries.

Agricultural production and livelihood support activities (Strategic Objective 2) reached more than 169,1239 people, or 15% of the target (1.1 million people). The intervention methods were primarily cash or vouchers/coupons (84%), and in-kind food and service delivery (16%).

In total, eight main organizations and 19 implementing partners are involved in these interventions in Haiti.
