Alfred Fils Métellus, Minister of Economy and Finance, officially launched the budget development process for the 2025-2026 fiscal year this week in the presence of senior officials from the Ministry and other relevant institutions.

This ceremony marks the beginning of the budget formulation process, a strategic and participatory exercise aimed at providing the Haitian State with a realistic, coherent, and balanced budget that will take effect on October 1st, 2025. This process is in line with the Government's commitment to respecting the principle of annual budgeting while strengthening fiscal discipline, improving the efficiency of public spending, and ensuring greater transparency in the management of national resources.

The Minister emphatically emphasized that the 2025-2026 budget will embody a clear, determined, and strategic choice: one of responsibility, equity, and the future.

The central objective of this budget is to break the cycle of economic decline our country has experienced for the past six years, while initiating a decisive shift towards economic recovery and structural transformation. This ambitious objective is structured around six major priorities, which will guide resource allocation and public action throughout the fiscal year.

For his part, Jean Michel Silin, Director General of the Budget, presented the budget development strategy through the creation of a Draft Budget Development Committee and five subcommittees tasked with operationalizing the process.

2025-2026 Draft Budget Development Committee :

1. Macroeconomic Framework Subcommittee;

2. Ways and Means Forecasting Subcommittee;

3. Appropriations Analysis Subcommittee;

4. Tax and Customs Measures Analysis and Review Subcommittee;

5. Subcommittee for the Operationalization and Implementation of the Program Budget.

Minister Métellus invited all ministries, autonomous institutions, as well as technical and financial partners, civil society, and the private sector to be actively involved in every step of this process, which is being carried out within a particularly tight schedule. The objective : to construct a budget that reflects the Government's major strategic orientations, a budget that responds to urgent economic and social needs while addressing national development challenges.
