Haiti - Politic : Strategic meeting of the DINEPA Board

Engineer Théophil Ostinvil, Director General of DINEPA (National Directorate of Drinking Water and Sanitation), chaired a hybrid (in-person and virtual) strategic meeting of its Board.

In his opening remarks, the Director General emphasized the urgent need to strengthen internal governance mechanisms through a functional and proactive Board of Directors aligned with national priorities regarding access to drinking water and sanitation. He presented his strategic vision, placing governance, performance, and accountability at the heart of future actions, while calling for concerted mobilization across all departments of the institution.

"The holding of this Board represents a strategic turning point, not only in DINEPA's governance, but also in the collective orientation of our actions towards concrete, visible, and measurable results for the populations we serve. Through this meeting, I want to emphasize a shared vision of leadership, based on consultation, listening, and collective decision-making."

The discussions focused on several key elements, including :

• A presentation of the new leadership's expectations for the members of the Executive Board;

• A review of the regulations governing the Board, with proposed adjustments to the frequency and format of meetings;

• Planning of priority actions for the next six months, including the allocation of responsibilities among departments;

• Preparation of a standard agenda for upcoming sessions;

• Open discussions under the "Any Other Business" item;

• Improved interdepartmental coordination.

Participants, including the General Coordinator, technical directors, the Financial Director, the Administrative and Budget Director, the Director of Legal Affairs, the Director of Procurement and Contract Execution, the Director of the National Observatory for Drinking Water and Sanitation (EPA), the Director of Drinking Water, the Director of Sanitation, as well as key guests, actively participated in the discussions. This consultation led to key decisions, notably on the clarification of individual and collective responsibilities and the adoption of a schedule of regular meetings.
