Haiti - Politic : Minister of Youth reacts strongly to corruption allegations
Following the publication on July 3rd, 2025, by the organization Together Against Corruption (ECC) of an investigation conducted from June 4th to 30, 2025, into the management of the Ministry of Youth, Sports, and Civic Action (MJSAC) and the allegations of corruption it contains, Minister Octavius ​​wishes to respond with the utmost firmness.

"The Minister deeply deplores the public dissemination of these accusations without any prior adversarial process. At no time was she contacted to present her observations, nor asked to exercise her right of reply. Such an omission constitutes a clear violation of the basic principles of adversarial proceedings, the essential foundation of any fair procedure and a guarantee of respect for fundamental rights.

Without questioning the purpose of the organizations concerned or the legitimacy of their civic engagement, the Minister reiterates that oversight of the management of public funds is the exclusive responsibility of the institutions constitutionally and legally empowered to do so." It is before these bodies, and only before these bodies, that she intends to account for her actions, in strict compliance with the obligations incumbent upon any public authorizing officer.

Since her appointment as Minister, Ms. Octavius ​​has worked, with a high sense of ethics and public responsibility, to ensure, in good faith, that her actions comply with the requirements of public financial law, in particular standards relating to public accounting and the procedures for implementing finance laws. Her governance is based on the principles of transparency, probity, and accountability, in accordance with the requirements of the rule of law.

Faced with disinformation campaigns likely to harm her honor or reputation, the Minister reserves the right to resort, as necessary, to appropriate legal action.

While calling for respect for the ethical principles that should guide each of us in our sphere of action and responsibility, she urges all stakeholders to exercise discernment and refrain from any premature judgment, allowing the competent bodies to carry out their evaluation mission with complete independence and impartiality."
