Haiti - FLASH : Risk of terrorist violence «Do not travel to Haiti»

On July 15, 2025, the U.S. State Department reissued its strongest travel warning for Haiti, after adding the terrorism indicator, warning all Americans not to travel to Haiti.

Crime and Terrorism :

There is widespread violent crime and organized crime in the country, and local law enforcement has limited ability to respond to serious crimes. Violent crime is rampant in Haiti, especially in Port-au-Prince, where the expansion of gang, organized crime, and terrorist activity has led to widespread violence, kidnappings, and sexual assault. The escalation of clashes between armed groups has led to a rise in sporadic gunfire incidents. There is a substantial risk of being struck by stray bullets, even for individuals not directly involved in the violence.

There is risk of terrorist violence, including attacks and other violent gang activity in Haiti. There are gangs that are designated as terrorist organizations present in Haiti.

Key Points of the Travel Advisory :

The U.S. government advisory clearly outlines the multiple reasons why travelers should refrain from traveling to Haiti at this time. These include:

- Kidnapping and Armed Robbery :

Violent crimes involving firearms, including carjackings and kidnappings for ransom, are common in Haiti. This problem has long persisted, and the situation has deteriorated significantly in recent years;

- Civil Unrest :

The country is experiencing increasing instability, marked by civil unrest and dangerous activities. The U.S. Department of State also included a terrorism indicator in its latest update, highlighting the heightened threat.

- Limited Access to Health Care :

Due to ongoing instability, the Haitian health system is severely underdeveloped, with limited resources and access, especially during times of crisis.

- State of emergency :

Haiti has been in a state of emergency since March 2024, reflecting the seriousness of the situation and the government's difficulty in restoring order.
